Considering the various types of peculiar issues faced by the women in the newly constituted UTs of Jammu & Kashmir and Ladakh, NCW has set-up a Special-Cell “J&K and Ladakh Cell” specially to look into the complaints of women received from these UTs and to facilitate their development in all spheres.
Functions of the J&K and Ladakh Cell will primarily to:-
1. Look into the complaints of women received from these UTs and to redress the grievances received from women of these regions
2. Coordinate all activities for addressing issues concerning women in the UTs J&K and Ladakh including special problems/challenges and to take initiatives for their development and empowerment.
3. All matters relating to seminars/workshops/consultation/research studies/legal awareness programmes,
4. Organize meetings and conferences with various stakeholdes to discuss the challenges faced by the women in these regions
Violence Free Home” A Women’s Right- Union Territories of Jammu & Kashmir and Ladakh
National Commission for Women has signed a MOU with TISS to undertake the project “Violence Free Home” A Women’s Right- 12 pilot Special Cells in Union Territories of Jammu & Kashmir and Ladakh” based on Special Cells for Women approach, i.e. an initiative of providing social services to women survivors by trained social workers located in a police system with a clear understanding that violence against women is a crime.
The location in the police system (Special Cell for Women) creates space for violated women to receive emotional & social support through quality psycho-social-legal services’ provision by professional full time social workers, within the criminal justice system (CJS), where the violence survivor’s needs and concerns are addressed within a facilitative environment. 12 special cells have been created 03 Special Cells in Jammu, 07 in Kashmir in UT of Jammu and Kashmir and 02 in UT of Ladakh.
A fresh MoU for implementing 22 pilot Special Cells for Women in the UTs of Jammu & Kashmir and Ladakh was signed with TISS during 2022-23. Existing 12 pilot Special Cells for Women will be continued in Jammu Division, viz. Jammu, Rajouri and Udhampur districts; Kashmir Division, viz. Srinagar, Budgam, Baramulla, Kulgam, Anantnag, Kupwara & Ganderbal districts and 02 Special Cells in Kargil & Leh districts of the UT of Ladakh. Additionally, 10 special cells in Jammu Division viz. Doda, Kathua, Kishtwar, Poonch, Ramban, Reasi, Samba, Kashmir Division viz. Bandipora, Pulwama, Shopian.

Mahila Jan Sunwai by National Commission for Women held at Jammu.
Jammu 09 Feb,2021:- The national commission for women collaborated with the Social Welfare Department of Jammu and Kashmir to organize the first-ever Mahila Jan Sunwai. An project for women’s empowerment that placed a strong emphasis on gender sensitivity, especially when it came to helping women who had experienced domestic violence. The Jan Sunwai was Chaired by Smt.Rekha Sharma Chairperson NCW assisted by Smt. Neha Mahajan Gupta, Special Coordinator, NCW on the premises of the Conference Room, Hospitality and Protocol Department, Canal road Jammu. These initiatives felicitate effective disposal of Complaints received by NCW and also help in collecting first hand information about the problems faced by women in various parts of the Country.
Chairperson, NWC held interaction with NGOs working towards welfare of women at Srinagar
SRINAGAR, FEBRUARY 11, 2021: Chairperson, National Women’s Commission (NWC), Rekha Sharma, on Thursday held an interactive meeting with NGOs working towards the welfare of women from various parts of Kashmir Valley here at Banquet Hall.
On the occasion, the Chairperson NCW emphasized on focused attention towards the welfare of women by conducting outreach programmers to equip them of their rights and the legal recourse to combat crimes against them. Chairperson NCW underscored the need for changing the mindset of the society and the law enforcement agencies for effective resolution of women’s issues. Chairperson NCW stressed on proper execution of women-centric schemes of the government, besides taking stock of the functioning of One Stop Centers functioning in the valley.
Mahila Jan Sunwai’ held at Srinagar, February 12, 2021
The complaints of the women of Kashmir Valley, who have been victims of domestic violence, a first ever Mahila Jan Sunwai Programme was held at Srinagar. Jan Sunwai programme were conducted under the chairmanship of Rekha Sharma, Chairperson National Commission for Women (NCW), Neha Mahajan Gupta, Special Coordinator, NCW was also present on the occasion.
During the Sunwai, as many as 85 cases pertaining to different complaints filed by women of different parts of Kashmir division were heard by the Chairperson NCW. On the occasion, 12 accused were presented in person before the Chairperson during Jansunwai on the spot to mitigate the cases, while rest of cases were taken up with the concerned authorities for their time bound disposal.
The Chairperson NCW directed the authorities to submit an action taken report with regard to all complaints to the Commission within the stipulated time.
Speaking on the occasion, Chairperson NCW, Rekha Sharma appealed to women to come forward and register complaints before NCW for their effective and timely disposal of complaints. She said both traditional and social media has to play a major role in promoting awareness on equal and indivisible human rights, besides contributing a bit to prevent and combat violence against women.
NCW sponsors visit of Jammu and Kashmir students to Delhi
New Delhi, Apr 1, 2022: The National Commission for Women sponsored the visit of a delegation of six girl students from Jammu & Kashmir to different government offices across Delhi including Ministry of Women and Child Development, Parliament and other Commissions to inform and educate them on the functioning of these government departments.
The girls, nominated by higher educational institutes across different districts of Jammu and Kashmir met Hon’ble Minister, Women and Child Development Smt Smriti Zubin Irani and Hon’ble Governor of Uttar Pradesh Smt Anandiben Patel. These girls discussed about the problems of their region with the Hon’ble Minister and also said that they will spread awareness in their colleges about the information received during their stay in Delhi. The Commission informed these girls on the key working areas of NCW and also organized their visit to different Commissions including National Commission for Protection of Child Rights, National Commission for Scheduled Castes, National Commission for Minorities and National Commission for Scheduled Tribes where they were acquainted with the role and functioning of these offices.

Jammu, 10 Feb 2023: National Commission for Women in collaboration with Social Welfare Department and Tata Institute of Social Sciences, Mumbai organized a meeting of stakeholders of the U.Ts. of J&K and Ladakh to strengthen the response to gender-based violence through greater coordination. The meeting took place at Udyog Bhavan, Rail Head, Jammu and was chaired by Ms. Rekha Sharma, Hon’ble Chairperson, National Commission for Women, GoI.
Seminar on ‘Developing Life Skills’ at the University of Kashmir

NCW sponsors visit of Ladakh students to Delhi
New Delhi, August 23rd, 2023: The National Commission for Women sponsored the visit of a delegation of nine girl students from Ladakh to different government offices across Delhi including Ministry of Women and Child Development, and other Commissions to inform and educate them on the functioning of these government departments.
The Commission informed these girls on the key working areas of NCW and also organized their visit to different Commissions including National Commission for Protection of Child Rights, National Commission for Scheduled Castes, National Commission for Minorities and National Commission for Scheduled Tribes where they were acquainted with the role and functioning of these offices.
National Commission for Women organized a meeting of stakeholders of the U.Ts. of J&K and Ladakh to strengthen the response to gender-based violence through greater coordination.
The stakeholders’ meeting held at Leh on 12th June,2023, was geared towards effective multi-agency coordination among existing services responding to the issue. Members of Special Cells for Women, Family Counselling Centre, One Stop Centres, along with senior police officials responding to violence against women in both UTs were part of the meeting.
Meeting in Kargil with various stakeholders on 14th June, 2023
Hon’ble Chairperson, NCW Smt Rekha Sharma held a meeting in Kargil with various stakeholders including the District Administration, Police Authorities, Special Cells for Women, One Stop Centres, Women Helpline, Social Welfare Department and Child Welfare Department to discuss various issues faced by women in the Region. Deliberations were done so as to ensure immediate and comprehensive support and assistance to women affected by violence and put in place mechanisms for rescue, protection and rehabilitation of women in need of assistance. Discussions were done to improve awareness about Government schemes and programmes, as well as legal schemes to fight against dowry, domestic violence.
Interaction with Kargil University on 14 th June, 2023
Hon’ble Chairperson, NCW interacted and shared her insights with the students of University of Ladakh, Kargil Campus on women rights and the role NCW is playing in empowering the women of the country. The lecture highlighted some key issues and challenges faced by women in the country and how the Commission is striving towards gender equality and advocating for women’s rights in every sphere of society. She shared her valuable knowledge and experiences with the students thereby inspiring and educating them about important women rights. Her inspirational words motivated the students to take active step towards gender equality and strive to eliminate gender discrimination from every aspect of our society.
Visited the Central Jail in Srinagar on 28th June, 2023
Hon’ble Chairperson NCW Smt Rekha Sharma visited the Central Jail in Srinagar where she met and interacted with 47 women inmates. She directed the jail authorities to provide proper legal aid to the inmates through the District Legal Service Authority (DLSA). She also emphasised on providing weekly counselling sessions and medical check up of the women inmates.
